Yes, you can buy a home with a VA loan near Offutt AFB (Offutt Air Force Base), and many eligible buyers pay no down payment and no monthly mortgage insurance. Most pay a one-time VA funding fee unless they’re exempt. Bellevue, Papillion, and La Vista all sit within reach of Offutt’s gates, and the key is lining up your Certificate of Eligibility and preapproval early.

I’m Lacory Gordon, a REALTOR® with Revel Realty in Bellevue and an Air Force veteran who has made PCS moves myself. Here is what I walk every Offutt buyer through as part of my buyer services.

VA Loan Basics Every Offutt AFB Buyer Should Know

No down payment for eligible buyers

According to the VA, a VA-backed purchase loan often requires no down payment, as long as the sales price isn’t higher than the appraised value. A down payment is optional, and putting down 5% or more lowers your funding fee.

No PMI or monthly mortgage insurance

Conventional loans usually require private mortgage insurance (PMI) with less than 20 percent down, and FHA loans carry a mortgage insurance premium (MIP). The VA states that VA-backed purchase loans require neither, and there’s no penalty for paying the loan off early.

The VA funding fee

The funding fee is a one-time charge you pay at closing or roll into the loan. For purchase loans, the VA’s current chart (effective April 7, 2023) sets it as a percentage of the loan amount:

You’re exempt if you receive VA compensation for a service-connected disability (or are eligible but receive retirement or active-duty pay instead), if you’re a surviving spouse receiving Dependency and Indemnity Compensation (DIC), or if you’re on active duty and show evidence of a Purple Heart on or before closing. Service members with a proposed or memorandum rating from a pre-discharge claim, issued before closing, are also exempt. If you’re later awarded compensation effective before your closing date, you may qualify for a refund.

Sellers can help. The VA limits seller concessions to 4% of the home’s reasonable value, and covering your funding fee counts as a concession.

Your Certificate of Eligibility (COE)

The COE confirms to your lender that you qualify for the VA home loan benefit. Request it online at VA.gov, through your lender (using a VA system called Web LGY), or by mail with VA Form 26-1880. Active-duty members need a signed statement of service, and veterans need their DD214.

The VA appraisal and Minimum Property Requirements

Your lender orders a VA appraisal, which estimates market value. The VA is clear that an appraisal is not a home inspection, so I still recommend hiring an inspector. The appraiser also checks VA Minimum Property Requirements (MPRs): the home must be safe, structurally sound, and sanitary. That means things like a roof that keeps moisture out, adequate heat, safe water and sewage disposal, and no exposed or frayed wiring. Cosmetic items are not MPRs. If the appraiser flags a required repair, you and the seller negotiate who pays.

Where to Live Near Offutt: Bellevue, Papillion, and La Vista

Offutt is in Bellevue, about 10 miles south of downtown Omaha, near Capehart Road and US-75 (the Kennedy Freeway). Your gate shapes your daily drive as much as your address does.

Offutt gates and hours

Per Offutt’s official website, as of September 2026:

The Kenney and Bellevue gates close on federal holidays, ACC Family Days, and 55th Wing Goal Days. Hours change, so check offutt.af.mil before counting on a gate.

Bellevue

Bellevue is Offutt’s hometown, and many neighborhoods are typically a short drive from a gate. Homes near Mission Avenue line up with the Bellevue Gate, while neighborhoods near US-75 make the STRATCOM and Kenney gates convenient. Much of Bellevue is served by Bellevue Public Schools.

Papillion

Papillion sits west of Bellevue, and Hwy 370 connects the two on its way east to US-75 and the base. Papillion is served mainly by Papillion La Vista Community Schools. Drive time depends on the gate and time of day, so test-drive your route at the hour you’d actually report.

La Vista

La Vista is north of Papillion and close to I-80, which helps if one spouse commutes into Omaha while the other heads to base. It’s also largely served by Papillion La Vista Community Schools.

One tip I give everyone: school district lines don’t follow city limits, so confirm the district for the exact address before you write an offer.

PCS Timing Tips for Buying With a VA Loan

Request your COE early. You don’t need a house picked out to apply, and having it in hand removes one variable when the clock is tight.

Get preapproved before you house hunt. The Consumer Financial Protection Bureau notes that preapproval early can reveal credit issues in time to fix them, and the letter shows sellers you can get financing.

Book temporary lodging. Offutt Inns takes reservations up to 120 days in advance, even before you have PCS orders. That backup protects you if closing and your report date don’t line up.

Buy remotely if you need to. I do live video walk-throughs so you see the house and the street, not just listing photos. Ask your lender and title company early about remote signing and whether you’ll need a power of attorney.

Know the closing checkpoints. Your lender must give you the Closing Disclosure three business days before closing, so compare it against your Loan Estimate. The overall timeline depends on the lender, appraisal, and any repairs, so ask for their typical turnaround.

Plan to live in the home. A VA purchase loan requires you to certify that you intend to move in within a reasonable time after closing. If active duty keeps you from moving in, federal law lets your spouse (or a dependent child, through a guardian or attorney-in-fact) satisfy the occupancy requirement. Confirm your timing with your lender.

Frequently Asked Questions

Do I need a down payment to buy near Offutt with a VA loan?

Usually not. The VA says a VA-backed purchase loan often requires no down payment, as long as the sales price isn’t higher than the appraised value. You still need to meet your lender’s credit and income standards.

Who is exempt from the VA funding fee?

You’re exempt if you receive VA compensation for a service-connected disability, or are eligible for it but receive retirement or active-duty pay instead. Surviving spouses receiving DIC are exempt, as are active-duty members who show proof of a Purple Heart on or before closing.

How do I get my VA Certificate of Eligibility?

You can request your COE online at VA.gov, through your lender, or by mail using VA Form 26-1880. Active-duty members need a statement of service signed by their commander, adjutant, or personnel officer. Veterans need their DD214.

Which Offutt gate is open 24 hours?

According to Offutt’s official website, the STRATCOM Gate is open 24/7. The Kenney (Flag) Gate is open 6 a.m. to 9 p.m. daily, and the Bellevue Gate 6 a.m. to 6 p.m. on weekdays. Hours change, so check offutt.af.mil first.

Can I close on a house before I arrive at Offutt?

Often, yes, depending on your lender and title company, so ask about remote signing early. You must still certify that you intend to live in the home. If active duty keeps you from moving in, your spouse can satisfy the occupancy requirement.
